When I set up new Win XP computers for work; is there a way I can set
it up so that any domain user that signs in on that computer will see
the same theme settngs as well as the same icons and since this is XP
also see the My Computer and Inernet Explorer Icons on the desktop.

You can put icons for My Computer and Internet Explorer on your desktop
by left click on Start. Then select my computer. Left click and hold
down while you drag the icon to the desktop and let go. You do the
same for the Internet Explorer Icon.
