adding new BDC, Can't find PDC

We are still running on NT network. PDC is in subnet A, I'm in subnet B.
I've got 2 BDC's but one is dieing a slow death. Every power cycle finds
trouble restarting w/ hardware failures. Obviously, I must replace this
machine. (its 7 yrs old and has been running 24x7 for 7 yrs)

Both BDC's are online. Wins is running on BDC #1. (that is still
functioning ok) but when I reboot that system, the event log does produce
an error that it cannot find the domain controller.

I am trying to setup the new BDC server. I get to the point where I need
to get the Server to join the domain and receive an error "the domain
controller for this domain cannot be located". I've got all the settings
for IP and wins correct. I've got a direct network connection to the
switch with tested cables and ports so I know that's not the issue.

Also, when you enter in the domain and the admin username and password that
has the ability to add to the domain, then click next, the error pops up
immediately, and there is no pause while it tries to find the domain.

I've tried this on 2 individual systems. I also tried adding the new BDC
from my BDC #1, but still cannot find the domain.

I've just tried browcon and it does see the PDC on subnet A as the PDC. It
is also currently the master browser with one of my BDC's as the local MB.

I'm pulling my hair out on this one, and insight would be helpful.
